I have just read the letter from Tom Brennan in the March 22, 2006 edition. I would like to reply that a universal set of rules within the Cub Scout organization would be a great idea. I have sat for the past three years on our district's Rules Committee and was one of the chairmen for this year's district race. We had 123 entrants run at our district derby from among our local pack's winners. For the first time in many years, we had one of the smoothest races ever because we finally got the rules filtered down to the pack level. While our committee suspects that some cars did not come to the district race because they may have had cars that would not have passed the District's inspection, those scouts and their cars that did come performed very well and everyone had a great time. The entire process of making and enforcing rules is to put everyone on a level playing field and keeping the 'mantra' that ultimately this must be a fun event for the scouts and their families. It is a difficult balancing act, but one that has - for our District anyway - proved quite successful. We believe that next year we will have 100 percent compliance among our entire district and that will ultimately make our district's pinewood derby an even greater success. While myself and the other committee members would agree that having rules across the spectrum of scouting would be a great thing, extrapolating our work to the many hundreds of districts across the United States would probably take 20 years or more in meetings and even more time filtering it all the way down to the pack level. Unfortunately, we only spend 4.5 years in the Cub Scout program, and there simply would not be enough time. But, if other districts would be interested in setting up uniform rules, we would be happy to help out.
